To approve allocations of funding for 2025/26 in respect of the Ministry of Justice (MOJ) general grant for domestic abuse and sexual violence.

1. Background information: why do we need to make this decision?

On the 02 December 2024, Minister Davies-Jones wrote to PCC’s to confirm the arrangements for MOJ victims funding for 2025/26.

The general grant for domestic abuse and sexual violence for 2025/26 only, has been retained at the 2024/25 funding level, but to allow for more local flexibility, the ringfenced funding streams from the 2024/25 general grant agreement for domestic abuse (DA)/ sexual violence (SV) victim support services’ and ringfenced funding for a proportion of 1,000 Independent Sexual Violence Advisors (ISVAs) and Independent Domestic Violence Advisors (IDVAs) has now be amalgamated into one single ringfenced grant for DA and SV victim support services. The removal of this restriction is welcome news and provides more flexibility for PCC’s to allocate funding freely for victims of these crimes at a local level.

The offer of funding is subject to acceptance of and compliance with the grant conditions, in due course.  Work and discussions with the PCC have focussed on broadly similar allocations to previous years for 2025/26, to ensure that they are compliant with procurement legislation and provide services that are required locally.

The OPCC will work with the MOJ to provide evidence when required regarding future funding over the medium term.   will be undertaken in conjunction with the MOJ, in response to their requests.

A full report has been prepared for the PCC to consider the 2025/26 allocations.  The report accompanies this decision notice.

The proposal is that £32,890.60 of funding is used to offset the reduction in core victims funding, and to meet current SV related commissioned service costs, and that the remainder is allocated as follows:

The funding outlined above for Refuge will be finalised subject to receipt of further supporting information.

The funding will support the provision of specialist support services for the victims of domestic abuse and sexual violence.

The funding will not be allocated and would have to be returned to the Ministry of Justice, and these support services would not be provided.

5. How much will it cost? (please provide cost breakdown, including any identified savings, and include where they have been approved)

The MOJ general grant award for 2025/26 is £840,320.60.

6. Who has been consulted on this proposal?

The PCC, Deputy PCC, Warwickshire Police, OPCC managers and Policy and partnerships and finance and Commissioning staff at the OPCC.

7. Will this decision have an impact on any specific individuals or groups or communities?

The spending will support projects to provide generic support services, and some services targeted at specific protected characteristics.

Legal officers and procurement staff have been consulted


Comments from the Chief Finance Officer

The funding allocations have been fully discussed with the PCC and other stakeholders.  The grant is due to be received from the MOJ in 2025/26 only, and any conditions associated with the award will be passported to other providers to ensure that all spending is compliant with the grant conditions.  All awards will be made in a manner to ensure that they comply with procurement legislation.
