1. Background information

In January 2024, a project was commissioned to establish the condition of all freehold buildings across the Warwickshire Police Estate.

In February 2024, Rider Levett Bucknall (RLB) secured the project via a competitive tender and were appointed to complete Condition Surveys of all freehold buildings, including the two Justice Centres at Nuneaton and Leamington.

The scope of works included:

  • Surveys of the building fabric and internal finishes (visual inspection only)
  • Surveys of all mechanical and electrical services (visual inspection only)
  • Aerial photography – to review the condition of buildings from above

In March 2024, the findings were presented as detailed work schedules and written reports.  These were then reviewed and verified by the Facilities Managers and Estates Team.  Works were then grouped by project, priority and delivery strategy to enable the findings to be presented as a 5 Year Plan.

This Decision Notice is for the approval of Year 1 projects identified on the Justice Centre Capital Programme 5 Year Plan (Rev D).

The 5 year capital works plan has been circulated with Justice Centre Partnership Board. The Board have agreed, in principle, for the commencement of the Capital works proposed in this DN in year 1 to meet immediate replacement needs of the building. This DN does not seek approval to the revenue works highlighted within the 5 Year Programme or the EV charging points. The EV charging point projects have been put on hold pending a management plan for the implementation of EV charging at the Justice Centres. Any projects over and above the ones listed within this DN will require a separate approval to proceed.

This approach was approved at the Justice Centre Partnership Board meeting on the 5th September 2024.

The lift at Leamington Justice Centre is currently out of order and cannot be used. A temporary repair has been ordered, however there is rising frustration from partners using this lift that numerous breakdowns have occurred, and staff are uncomfortable using with another repair being effected.

3. Expected benefits

The Condition Surveys have identified maintenance and improvement works required.  The 5 Year plan has grouped these works into projects, to enable efficient and cost effective delivery on site.  By delivering these projects over the next 5 years, the overall condition of the buildings will be improved and maintained – to the benefit of all end users.

The works will ensure that immediate essential replacement requirements are met for the two Justice Centres.

4. Impact of not approving the application

Delays to critical projects and continued disrepair of finishes and systems in key buildings.

Higher levels of dissatisfaction from Partners, who have all contributed to the maintenance and upkeep of the buildings.

Lack of compliance with Equality Act 2010 requirements.

All costs to be met from the Capital Sinking Fund for the respective Justice Centres.

6. Equality considerations

The provision of a lift is essential for the continued Equality Act 2010 compliance of the building. Currently the lift is out of order and mitigation in place to manage this.

Comments from the Treasurer

This decision notice seeks approval of the outlined projects which form part of the year 1 works identified on the Justice Centres 5 year plan appended to this decision notice.  A sinking fund is in place for both justice centres, and partners have agreed at the recent board meeting to finance these costs from those funds.
