Decision summary:

The Police and Crime Commissioner (PCC) agrees to assign the Intellectual Property (IP) rights in relation to the ‘What’s on your horizon’ (WOYH) online application, to the organisation Co-Pilot, in exchange for them hosting and maintaining the application, marketing it, and extending right of access to and use of it, free of charge to the Office of the PCC.

1. Background information

In 2019 the Police and Crime Commissioner issued a road safety grant to the British Horse Society (BHS) to develop an interactive video principally designed to achieve behavioural change and improved driving standards amongst young drivers. BHS subsequently worked with the road safety organisation First Car and produced and distributed the video ‘What’s On Your Horizon’ (WOYH). This received positive critical acclaim from road safety professionals and users of the product. The video now needs digital modernisation and upgrade in order for it to remain relevant. It is also intended for the video to be part of the vast digital library that Co – Pilot (subsidiary of First car) is assembling and maintaining for UK road safety professionals to access and utilise. The Warwickshire Road Safety Partnership is a member of the Co-Pilot collaboration. In order for WOYH to be digitally updated and modernised the Commissioner needs to give Co-Pilot full access to the product as the Commissioner owns the intellectual copyright. The Deed of Assignment of Copyright enables this process to take place.

3. Expected benefits

A fit for purpose fully digitally modernised interactive video – ‘What’s On Your Horizon’ that will be a valuable tool in helping positively influence young driver behaviours in Warwickshire. This will help the Commissioner’s long term ambition of reducing death and serious injury on Warwickshire roads. There will be no financial cost to the Commissioner.

The costs for hosting, maintaining and marketing the application will need to be borne by the PCC.
