This is a national procurement exercise run by Blue Light Commercial. This will provide us with access to a 7 year agreement for the provision of contingent (temporary) labour.

4. Impact of not approving the application

We have backup arrangements in place for temporary labour. We have already verbally committed to Bluelight Commercial (BLC) but we would be unable to access this specific agreement, if not approved.

This would be a call off agreement to be used as and when needed. Expenditure on this type of labour is typically low.

BLC have sought legal support throughout the process to establish the framework; Warwickshire Police have sought legal advice on the contract.

Comments from the Treasurer

Costs for Warwickshire will be dependent on what call offs we make from the framework agreement to meet our local needs.  There should be some assurance regarding value for money given that the contracts will be as a result of a national procurement exercise and economies of scale should be evident.
