Warwickshire Police and Crime Commissioner Philip Seccombe unveils a bold new strategy to enhance policing, safeguard communities and prevent crime across the county.
Warwickshire’s policing priorities for the next four years have been set out in a new Police and Crime Plan, launched today by Warwickshire Police and Crime Commissioner Philip Seccombe. Titled ‘A Safer Warwickshire for All’, the 2025-29 strategy outlines a comprehensive vision for crime prevention, community safety, and law enforcement across the county.
Developed following extensive public and partner consultation, the plan sets out key commitments to strengthen policing, safeguard people, and protect communities. It also ensures Warwickshire Police continues to be effective, accountable, and responsive to the needs of local residents.
Across each of these is a commitment to ensure victims are heard, crime is prevented, communities feel empowered, partners work together effectively, and money is spent wisely to benefit residents.
Warwickshire Police and Crime Commissioner Philip Seccombe said: “Having engaged with communities across the county, from our town centres to rural locations, I am proud to present this latest Police and Crime Plan which reflects the issues which matter most to those who live and work in our county.
“Policing is about people—those who serve, those who are victims of crime, and every resident, business, and community group that plays a role in making Warwickshire safer. This plan is my commitment to ensuring Warwickshire Police delivers the highest standards of service, with a clear focus on tackling crime, protecting the vulnerable, and building public confidence in policing.”
Key Priorities in the Plan
The new strategy is built around three core pillars:
- Strengthen Policing – Increasing effectiveness, boosting neighbourhood policing and ensuring high standards of conduct and service.
- Safeguard People – Reducing violent crime, tackling abuse and exploitation, and working to halve serious road injuries and deaths by 2030.
- Protect Communities – Combating organised crime, reducing theft and burglary, addressing rural crime and tackling anti-social behaviour.
These are underpinned by five foundational themes, including support for victims, crime prevention, community empowerment, partnership working, and ensuring value for money.
A Plan Shaped by the Public
The plan has been developed following an extensive consultation process, with input from local communities, policing professionals, and partner organisations. It also aligns with national policing priorities and regional crime reduction strategies.
Mr Seccombe added:
“The plan will bring a revitalised focus for police and partners to ensure the publics’ concerns are listened to, whilst supporting the force to deliver an effective service. It is not just a document—it’s a roadmap for action. It reflects the voices of those I represent and sets clear expectations for policing in Warwickshire. I encourage everyone to read the plan, engage with the priorities and work with us to build a safer Warwickshire for all.”
Warwickshire Police’s Chief Constable Alex Franklin-Smith added: “I welcome the Police and Crime Commissioner’s Plan, and the public and partner involvement that has helped to create it. ‘A Safer Warwickshire for All’ is our shared ambition and this plan gives a clear outline of expectations for our county.
